Consequence Management for a WMD Emergency
DGI led development and implementation of a strategic plan for the Department of Defense to increase interagency capability to address the complex repercussions of a domestic NBC event. This activity occurred in conjunction with DGI’s overall coordination of the 911-Bio Consequence Management Advanced Capability Technology Demonstration (ACTD) involving Defense Threat Reduction Agency (DTRA), Army and Marine Corps units, Federal, State and local officials, and First Responders. The 911-Bio ACTD, held at Dugway Proving Ground, Utah, assessed technologies for a variety of biological agent collection and detection devices, individual protective suits, and masks for Explosive Ordnance Disposal (EOD) units. As part of this ACTD, DGI actively monitored the program status of chemical and biological technologies under development for U.S. Special Operations Forces (SOF) and served as the integration manager for participating organizations in several technology demonstrations.

DGI also developed and implemented the BioWatch program for the Department of Homeland Security (DHS). BioWatch is a system that provides for the early detection of aerosol releases of select biological pathogens through a comprehensive monitoring and laboratory analysis of potential biological agents. In a span of under 80 days, the DGI team, in concert with DHS, the Central for Disease Control (CDC), and the Environmental Protection Agency (EPA), implemented a robust bio-monitoring network in locations throughout the U.S. DGI provided a team of experts to evaluate each individual BioWatch region one year after the system was installed to ensure procedural correctness and operational compliance.
