Increasing Public Awareness
Today there is heightened public anxiety over the possible terrorist use of chemical and biological weapons. Public awareness of the dangers inherent with chemical and biological agents has grown steadily over the past decade. Two notable events contributing to the public's awareness of these threats were the discovery of chemical and biological weaponry in Saddam Hussein's arsenal after the Gulf War and the chemical attack on the Tokyo subway by the Aum Shinrikyo cult.
Concern at the Highest Levels
Attempting to address the heightened anxiety and perceived vulnerability of the public, the President and Congress launched new initiatives, reformulated the national strategy and reallocated national priorities to enhance our ability to respond, contain and mitigate the impact of chemical and biological attacks. These efforts focused on reducing both the threat to the U.S. military and the impact of such an attack on our citizens and the local economy.
